Shugart was born into a family with no dad or father figure to help raise him. He struggled as a child due to his lack of a role-model. He knew from a very young age that he wanted to be a great dad one day. His neighbor Mr.Chip saw his need for a father figure and stepped in to fill the gap for him.

Shugart never thought that his inspirational story of his neighbor taking the role of a father was anything out of the ordinary. It was just a normal part of his life until a photo went viral. Mr. Chip had posed with Shugart’s baby son and the picture went viral. That gave shugart a great platform to share the story behind his photo.

The Story Behind The Famous Photo

Shugart wrote, “Milton West was my childhood next door neighbor. I knew him as Mr. Chip. He retired from DOW chemical as an operator. He has always been there for me since I was two years old.”

He went on to talk about the difficulties he faced as a fatherless child growing up in the world. He attributes his lucky relationship with Mr.Chip to his faith in Jesus Christ.

Shugart believes that he was blessed to have such a great mentor in place of his biological dad. “I am forever grateful for God putting him in my life.”, Said Shugart.

He learned many life-lessons and built his character from the guidance that his dear neighbor offered him. Mr.Chip taught him the value of education and hard work. Shugart believes all of the efforts that his mentor put into him is what made him into the upstanding citizen he is today.

Shugart spoke openly as he said, “He taught me to see people for who they are, not what they look like.”

In May Shugart and his wife had their first child. They named him Bob Wayne Shugart. Mr.Chip and his wife Shirley Claimed him as their very own grandson.

They occasionally look after the child as babysitters when the Shugart family needs them. Mr.Chip tells the family that he wants to be called “Pop” and have the young boy learn to call him by that. Shugart suggested they make a nickname for Mr.Chip’s Wife too. They decided to call her “Lolli”.

Shugart ends his address to the public with a hard-hitting dose of reality to those who are shocked and awed by the viral photo.

“If he learns half of the things from Mr. Chip as I did he will become a great son, man and father. Every day I read something negative and how race relations are worse than ever. I disagree and I hope this is a positive loving message to many people.

This is just one story in little ol' Victoria, Texas. I'm sure there are millions.”
