Man Brutally Leaves Pet Dog Chained Outside In Freezing Temperatures During Deadly Polar Vortex

For most people who own a dog, it's like a friend or a member of the family. They're wonderful companions who deserve love like anyone else. Unfortunately, some people don't see their canines that way and treat them just like another possession.

The polar vortex that gripped the Midwest was the most severe cold weather that the region had seen in decades.

Despite this crisis, a man from Minnesota left his dog outside to suffer during this horrible cold. He is being questioned by authorities with the possibility of being charged with animal cruelty.

When temperatures had dropped to -9 degrees Fahrenheit, a 29-year-old man named Dang Xiong left his poor pet outside of his home in Brooklyn Center, Minnesota.

Police arrived at the scene and found the dog outside in a cage chained up with very little food and water.

The police cited Xiong with a misdemeanor for cruel negligence.

Other authorities penalized Xiong with a citation for unnecessary inhumane abuse to an animal, which carries a fine of up to $1,000. The dog was taken away from the man and given to the Pets Under Police Security (PUPS) center, an impound facility located in Maple Grove, Minnesota.

On their Facebook page, the PUPS center advises people about the dangers of cold weather to all types of pets.
