Mom, Meagan Ramey, said that her son has a mental disorder. Because of his disorder, sometimes he will walk off of his school campus. He will just randomly walk off. She states that she has talked with the principal about it several times in the past and that had a plan in place that didn't involve the police.

Sheriff Kory Honea from Butte County said that there was complete reasoning behind the actions that took place that day. He said that the boy was darting into the road and crossed 20th Street.

Once he made it across the road, he seemed to be very anxious and confused. This is when they became concerned and went into action. They began following him and was afraid that he was going to dart out into traffic again.

This is when the deputies attempted to restrain him. He began to fight back and struggle with them and eventually ended up scratching one of them as a defense.

Honea admits that the outcome doesn't look good, but from where he stands they did what needed to be done. They were concerned and motivated to keep this little boy safe.

Meagan Ramey, along with her family, does intend to file a complaint against the Butte County Sherrif's Office in order to get justice for what has occurred with her son.
